Residency requirements are only one part of sovereignty. Audit access, model substitution, prompt and retrieval portability, incident response and the ability to exit a supplier all matter.

A sourcing decision becomes clearer when options are tested against the same operating questions.
- Control: who can inspect, change and stop the system?
- Capability: who can operate, evaluate and improve it after launch?
- Economics: what scales with usage, data volume and assurance burden?
- Reversibility: what can be moved if policy, performance or price changes?
Partner without surrendering the architecture
Most institutions will combine products, specialist partners and internal capability. The important move is to retain the system boundaries, evidence standards and transition path. Partnership should increase delivery capacity without making the institution dependent on one interpretation of its own programme.
